I had a major PC crash and switched to iMac. I called Adobe and they switched me to Mac and gave me a new serial number. I was using CS 5 at the time. I had to pay $6.00 bucks for the shipping of the new disk. I'm sure they'll do the same thing with Elements. Remember that Photoshop is not cross platform like Lightroom and all the plug-ins. It's either PC or Mac. However, I did find that my Laptop with CS 5 on it still worked okay after I switched to mac. I just can't upgrade it. Hope that helps!

Photoshop with a serial number (purchased traditionally with a disk or ESD) is platform specific. It's either PC or Mac.
Photoshop via the Creative Cloud (subscription only) is multi-platform. Can install on either Mac or PC or both.
