I have downloaded Flash many times and it always states install was successful.  But when I try to use programs that need it it says it is not installed.  What do I do?

I use IE - not sure which one.  Did find if I use the Google Chrome browser when I need flash, that it does work then.  Just a bit inconvenient to switch browsers.  Thank you all for input.
