Do you really mean TOC? You can't put more than one TOC in a frame and update them all, and you shouldn't have a TOC in a frame with anmy other story, either.
But the main thing about a TOC is it is built from paragraphs that have styles you've included. Is that really what you are doing? Your example really looks a lot more like an index, which is built using topics and markers for text to be included under the topics.
Well, at least conceptually is not, as it's not alphabetical, each one of the sub-chapters listed is a page on its own, and the list don't mention each page were the content of each chapter is referenced. I have referenced those with hidden paragraphs styles.

If it isn't sorted alphabetically, is the order correct sequntially through the book?
I have not tired this, but if you don't want three frames stacked, it might work to put them into a table as anchored frames inside the cells, though I think that's a lot more work and probably nto a significant difference in appearance.
