I wanted to get snarky about doing a Forum Search before posting, because I have the feeling this has been treated more than once … but I can’t currently find the threads, either.
As far as I can tell the task requires saving, checking the resultant file’s size, if it offends save again with different settings, check … until the requirement is met.

It can not be done directly with a script. You can as c.pfaffenbichler suggeted loop the sfw export while lower the quality untill the size meets your requirements. But that is very slow and I don't know anyone using that approach.
If you really want to try multiple saves I can search my notes to see if I can find some example code.

other question. is it possible to make a script wich reminds you of steps?
so like first do this ... then you do it. press ok or so
and then it comes now this .. you press again ok ...
and in some cases it makes some automatisation in between?
If I understand what you are asking, no. When a scirpt is running there is very limited user interaction with the Photoshop tools and commands. You might be able to scrpt all the steps so the script does everything but one script would not be able to track what you are doing in Photoshop and remind you what to do next.
