This sounds like an inability with some tablet software players to perform the desired navigation. Unless I missed one, it appears that the devices with the problem are all portable/tablet units. Is that correct?

Also on a hardware portable DVD player NextBase 10.

But very short chapters?
I would do a test with no less than 2 minute chapters; only a few. Do the players that skip chapters now work okay?
Also I use M=2, N=8.
Why not use the defaults?
I would test and see.

I didn't recognize any difference when using M=3, N=15.
