Pressing chapter back button positions 2 chapters back on DVD on some players.

I created a video DVD with contents divided into small chapters.
I want to repeat a video sequence pressing on the chapter back button
      on the DVD player.
It seems that on some players (f. ex. NextBase 10.1 inch) the program
      is moved 2 chapters back.
I.e. 1 chapter (mark) is skipped.
The chapters are spaced more than about 4 seconds, so it is within DVD spec.
I use Adobe Premiere 5 CS to prepare the M2v video and Encore DVD to produce
      the DVD.

The DVD plays correctly on a BD/DVD player from SONY.
The DVD plays correctly on Windows Media Player on Windows 7 and
on the preview Window of the Adobe Encore DVD under Windows 7 64 bits.
Nero DVD player with Nero DVD burning suite ver. 7 works ok.
MS Windows media player works on HP paviljon.

Multimedia center  and Windows media player, as well Daroon player

on Android Toshiba AT100-100 tablet (when copying  the VOBs to the tablet).

      - all they jump 2 chapters back.

Is such behaviour caused by players produced not according to the DVD specs?

Could it have something to do with the GOP structure?

For some reasons I use the M2v format for exporting video in Premiere CS5.

      Also I use M=2, N=8.

For the M2v format there is no flag saying Premiere to close GOPs.

Does Premiere close every GOP when exporting video in this format?
