I'm an American citizen living in Australia. My bank is in the US. My credit card is issued by an American bank. Why can't I update & download my Adobe products from Australia at US prices rather than having to pay twice the amount because I'm downloading the software via an Australian IP?

I used to do what you want to with no problems, from the U.K. and Switzerland, over a period of more than ten years.
You want to be selecting the US web store.
Sales should be able to help you -- the US credit card bank account would be the key.
It should have a US address on it, which takes care of that part of things. You download to wherever you are.
