I am affraid if paragraf alignment is set to the left, there is no way to align the range of rows to justify. You can create new short paragraph and justfy it, which is quite uncomfortable due to flowing text during editing or set to justify all text.
I think it's SUPPOSED to be possible -- there's a preference setting to justify text next to an object -- but I've never seen it do anything useful. I have some memory of Dave Saunders griping about this back around CS2, but I'm afraid I don't know what, if anything, he came up with. I'll see if I can find out.
The justify next to wrap option only applies when there's a single word next to the wrap (which is a tad strange).
Provided the whole paragraph is justified, you can achieve the effect you desire by changing all the spaces in the range of text affected by the wrap into flush spaces. But this is a bit fragile because the wrap will change and you'll need to change some of them back.

Just want to emphasise that Dave has indicated that the entire paragraph must also be set for Justified, so for ragged right there really isn't a good solution, it seems.
