There is propagation that may incur which can take a few hours to up to 48 hours which is normal.

It's very hit and miss at the moment, I've had several people saying it's ok and others saying it's not working properly. I've tried myself a couple of times and it worked, but has seemed to have stopped as it's coming up with an error.

Yep, it will.
You have the ISP Domain caching systems, some have longer to try and help with perfomance, often if their services are not as robust as others. Some are really quick.
Then you have cross country where if you set up say a Australian Domain this could change same day while other countries still have yet to catch up.
Takes longer with a .com in general as well.
Another factor can be peroples personal domain caching, this is really only an issue when someone has viewed say the development URL often before a site goes live. This is why you have flushdns controls in Windows and Mac through the command prompt and terminal to clear on a machine.
