You need to know basics of HTML + CSS to build a functional theme. Also, the basic integration features of Wordpress dynamic elements.
These will help you get started:
There is a paid solution to help you visually create themes - without coding them. You can take a look at it here: http://www.wpthemegenerator.com/
How are you trying to view it?
You'll need to set up a test server on your machine... if you don't know how to do that, XAMPP is going to be your new best friend (Just google it). After you set up xampp and install wordpress, you'll want to set up Dreamweaver to talk to your test server.
After that, you should be able to view your theme just fine.
those are quite helpful , i just wonder if this tutorial you gave me http://line25.com/articles/15-tutorials-to-help-you-build-wordpress-th emes is covering everything? once i did all the steps... is there any other additional script maybe? coz i really dont know about wordpress codex!
Line25 URL that I gave you earlier has 15 different tutorials that you can choose to read. Not all are same, neither do they cover everything that others do. But, its a good place to start. You can pick one from the list and follow it.
Or, you could follow the 3rd link (Themetation.com).
