cannot download Adobe Flash Player to Samsung Tab7.0 WIFI version

I use my Samsung Tab 7.0 to browse www.i-learner.com.hk and find a LEGO logo at the top middle of the site.  It is due to the missing of flash player, however, when I try to download it from Google Play, it should a statement at the top of the page: "this item isn't available in your country", I am located at Hong Kong.  How can i resolve it?
