"Synchronize TOC" disabled when compiling WebHelp

When I compile WebHelp for a particular project, the "Synchronize TOC" option (and some others) are disabled. I can't figure out how this project is different from our other projects, so I don't know what to fix. Does anyone know why Synchronize TOC might be disabled?

Hi Eileen.
Do you have the "Contents" toolbar button selected above the "Synchronize TOC" option. If you don't, this option is greyed out.

Neither do I but I have heard of other instances where a SSL freezes for no reason and recreating it gets around the issue.
