Where are you seeing such a download? Adobe does not offer it. Flash 8 happened about 5 versions ago, so it is doubtful you are trying to acquire it from a legitimate resource.
It does appear to be a legitimate Adobe web page. My guess is you have somehow come across a page that has been long abandoned and should have been removed.
If you can find a way to ask someone at a Adobe through that page, or some other, that will be your best bet to finding out what's up. These are primarily user-to-user forums, so you are less likely to get the attention of any Adobe employees here.
You can always get the newest version as a 30 day free trial if you haven't already.

Although it seem legitimate, I think it is mainly for historical purposes - maybe an orphan page :-). You should use the following link:
in order to download the software. The other links to flashbasic, a version of the software that isn't used anymore. If you are trying to get an old version in order to publish to an older version of the player, you shouldn't have any problems with the new version. You can set the target player under File > Publish Settings ... in the program.
If you've logged in and setup a download cookie, you can still find the files themselves on adobe's servers.
