As for the logo, for greatest flexibility and scalability, I would go to Adobe TV/Illustrator: http://tv.adobe.com/product/illustrator/
Illustrator is the program that I choose for logos.
There are hundreds of great tutorials on the web, mostly in English.
Regarding logo design, the following article is very entertaining: http://www.webdesignerdepot.com/2009/01/how-not-to-design-a-logo/
I would recommend for logos to use Adobe Illustrator. I also use it for my final poster design, and inputting all my type.
For photo "effects", I would search for specific types: landscape, portrait, animals, group, etc. I personally would focus on Julieanne Kost's blog.
