Use the Color or Swatches panel for specing CMYK color. The Color Picker lets you pick color in RGB or Lab spaces depending on which radio button you've selected. The CMYK breakdown is a color maged conversion of the color.
You can enter a CMYK mix, but you need to have your cursor in one of the CMYK fields in order to save a specific CMYK build as a swatch or color
Thanks Rob for your response. The only thing is that I never had to do this before I upgraded? If I ever put in a CMYK mix in the colour picker, it always remained that. Now - when I click OK and return to colour picker it has defaulted to the RGB conversion for CMYK?
CS2 was never meant to run on Windows 7 (I had to install it in the XP virtual machine on mys system) so you're lucky it runs at all. Some glitches are not unexpected.

If you want a CMYK build as opposed to a color managed color conversion, you have to watch where your cursor is when you click OK or Add CMYK swatch.
This gives me an RGB color because my cursor is in the R field:
