But a folio installed on the ACV (Adobe Content Viewer) here would still work in China, right? It would just not update / connect to the internet there?
Ultimately, I can have my client here fly into China with 1 or 2 iPads (with the folio allready on there) and that way they are able to see the folio?

But yes, if you download the folio, it's already there in your ACV, so when your clients fly to china, they can view their folios. Another alternative right now is to build Built in Single Issues or use DPS Single edition to create custom viewer and distribute content in China though Apple App store since when using DPS SE or Built in single issue, your folios are embedded inside the app itself.

A DPS SE is a solution in the long term I guess, although an update of the content will cost the SE - amount again, right? There's no updates possible to a SE I thought?

The delivery of folio files into China requires that the DPS Apps be compiled differently to allow for folio files to be delivered from a CDN service provided by a company called ChinaCache instead of Akamai who handles our file delivery rest of world. We believe that Adobe's use of ChinaCache coupled with the restrictions I detailed below will allow Adobe to successfully serve content into mainland China. The restrictions that I am about to outline are intended to keep the service running and available adhering to Chinese law and to reflect the significantly higher cost to Adobe that ChinaCache incurs compared to Akamai. The restrictions for DPS delivery into China are:
- Any company delivering into China needs to both sign a DPS agreement and the addendum (attached) which details these restrictions
- We limit file sizes delivered into China at 250MB. This restriction is directly related to cost via ChinaCache
- For every publication delivered into China (aka Vogue, Allure, Cosmo etc.), the customer must present to Adobe a General Administration of Press and Publication ("GAPP"). (GAPP licenses are not provided to foreign owned corporations. They are only provided to joint ventures or Chinese entities.) Beyond detailing this restriction, Adobe should not be in any way providing legal guidance to customers.
- Agree that Adobe is not liable or responsible for interruptions/delays in service etc.

Yes, this process is intended to allow downloading of contents through the Adobe Content Viewer or your Application Viewer "without being a SE". I guess you should contact Adobe support for more details. We didn't launch the complete process ourselves...

As per answer from Adobe helpdesk:
Adobe is currently experimenting with a solution to deliver Digital Publishing Suite content (folios) to end users in the People's Republic of China. The solution will be limited to customers who can present to Adobe a General Administration of Press and Publication (GAPP). GAPP licenses are not provided to foreign owned corporations. They are only provided to joint ventures or Chinese entities.
Once this solution is made available to qualifying DPS publishers, it will be communicated broadly through our sales, marketing and technical channels of communication.
Fulfillment of content into China will require an addendum to existing agreements between DPS publishers and Adobe which may impose different parameters than the fulfillment of content to the rest of the world.
Until such time as Adobe opens this solution to additional qualifying publishers, we cannot support attempts to fulfill content into China. If you currently have issues with fulfillment into other countries, please let us know and we can assist you.
So to bad: no short-term solution...
