It seems that if I author the form there is no way for me to make sure ONLY another person sees the responses and have them hidden from the original author.
Really I want to create this form on behalf of someone else, but not use their account.
(I understand this is a 'off the main path' request).

That's correct. You could set things up such that only your manager receives the notification emails, but you would still be able to access the responses within FormsCentral.
This probably isn't what you're looking for but I'll mention it just in case. If you don't need to continue to administer the form once it has been authored, you could consider having your manager become the owner of a copy of the form, as described in the following FAQ:
