I'm not totally sure I understand your problem, but it sounds like you have an animation inside a symbol that you want to play on the main timeline at a certain time, not at the beginning of the timeline.
The way to do this is to make sure that your symbol isn't set to autoplay.
Double click your symbol, and navigate to the Properties panel, and uncheck the "Autoplay" under the Stage properties:
After that, navigate back to your timeline and select "Playback" under your symbol layer in the Actions panel on the timeline.
Choose "Play From" from the pop up menu. Make sure that the time is set to 0 seconds, and hit enter. Then click and drag the transition bar for your symbol to the location you want it to play from.

I've spent the last week learning Edge Animate. I've also had trouble understanding how to make a symbol play at a specific time on the Stage. I built a multilayered animation banner that used a symbol to create a wipe effect. I figured out how to make it work. The key was creating an OFF keyframe at the start of the animation and an ON keyframe right before the symbol animation runs. I've also created a two page tutorial showing my solution.
