Flash is on a downward spiral. Workflows that depend on Flash will inevitably run into devices that no longer support it. I think you should look to more modern HTML5 and CSS workflows. Adobe has been moving in this direction for the past year.
The iOS devices (iPad, iPhone) have never supported Flash. Adobe no longer distributes Flash through mobile stores. And now with Acrobat XI and Reader XI, the Flash runtime is not included.
I think that users will need Flash Player on their computers. Let me uninstall Flash Player on my computer and see what happens.

Acrobat informs viewers that Flash Player is required.

It seems that the Flash Player is no longer installed in Acrobat, and so now you have to download flash separately, because it is no longer bundled with Acrobat.
You just "answered" a four year old post. At this point the well regarded advice is to avoid the use of SWF for this and my advice is to avoid interactive PDF completely for this type of thing.
Stick with formats that are suitable to it such as fixed layout epub.
