I created a 5 min. project and saved it, I finalized the project so that I can share it on the web. I downloaded it to facebook and thought that the quality could have been better, so I am trying to load that project so that I can re-finalize it at a higher quality that are offered in the share on web option. The problem is that it won't load. I can see the project in the My Projects and Video folder and it has a prel extension. Though when I try to load it I get the countdown as though it is going to load and then nothing happens and then I an error message that says [/pre/premiere/elements/mac/main/Libraries/UIFramework/Make/Mac/../../Src/Static.cpp-173] and the computer shuts down Premiere Elements Program. Here are my specs:
iMac, 2.5 GHZ Intel Core i5, 8GB Memory, OSX 10.7.5
Adobe Premiere Elements 9

What are you trying to open and how?
You can't open a file that's been downloaded from the web. You open a Premiere Elements project -- files that end in .prel.
Are you not able to re-open a .prel file using File/Open?
I created a project and finalized it with the extension "prel" . When I try to open it by selecting Open Project or Open Recent Project , (And I see the File), The program proceeds to try to open the file ( even the count down to 100% appears)
though the file doesn't load and the entire program shuts down.
It sounds like your project file may be corrupted.
Try going to the Premiere Elements Auto Saves folder and opening a recent auto-save.
