Create a new project, set up your tracks as you like, do not import any assets and save the project. Then you can use this project as a template.
I have a project that I use with just the right number of video tracks, the right number of audio tracks - of the right type. It has my opening sequence, some color mattes, a couple of titles I use all the time, and even some transitions and effects that I like to copy and use for every new projects. The bin structure is perfect for most of my videos with a bin for video, audio, stills, backgrounds, textures, etc.
I have this file in a special directory. I copy the entire directory structure over to a new name, open the project from the new directory, and "Save As" to a name more appropriate for the new project.
This solves not only the problem you are having, but many more.
