You can use the same dev/dist .p12 certificates for all apps—DPS or other—that you submit to the App Store under the same iOS Developer account.

Yes and no. You can't use the Apple .p12 certificates for the Google/Amazon stores. You need to create a different .p12 certificate as described here. Once you create this .p12 certificate for Android devices, you can use it for all your Google and Amazon app submissions, DPS or non-DPS.

What is the best solution for publishing the client app?

Do i  have to use the client iOS developer account but my P12 Dev certificate?

In other words: i only use the client P12 distro certificate (not the dev)!

Is this the correct workflow for freelance that work with publisher?

As a general rule, you should use the client's certificates in these arrangements, not yours.
