Is HD footage suppose to be set at 60 fps?

      Hello,

I work in post production, but want to learn as much as possible. I have noticed a few times that HD footage is set at 60 fps. Is that correct? Regular footage (720 x 480) is usually 29 fps. I know the settings a lot of time for HD is 1440 x 1080, so does that mean the fps should increase also to 60? I thought 60 fps was for sports and action footage.

      Thank you for your time
