Look, whether there is a GPUsniffer.exe in task manager when you launch Premiere. If so, and it terminates right away, it's a clear sign that it thinks your graphics card is not up to speed and it crashes right away, not even proceeding to launch Premiere. Update your graphics card driver and configure it properly then.

Thanks for the suggestions. I don't see GPUsniffer.exe upon starting Premiere Pro. I did now install the latest NVidia drivers for my Quadro 2000M chipset: http://www.nvidia.com/object/quadro-notebook-win7-winvista-64bit-305.93-whql-driver.html
Account is indeed Admin account that I use. Computer is the following: HP EliteBook 8560w Mobile Workstation (A6C87PA) specs: http://www.techbuy.com.au/p/187193/NOTEBOOKS_15/HP/A6C87PA.asp
Unfortunately it's still not working.
A bit more details. I had to reinstall Windows 7 a week ago, before my reinstall Premiere Pro CS6 worked fine, but after reinstall of Win 7 and reinstall of Adobe MC CS6 only Premiere Pro CS6 won't start.
More suggestions are much appreciated!
I have similar situation. I have Lenovo W510, quadro fx880, win7-64bit. 305.9 3-whql-driver.
I also reinstalled win7 not so long ago, and after that PremierePro CS6 wont start. AfterE works fine.
- reinstalled Premiere+recent updates
- uninstalled latest Quicktime
- reinstalled Quicktime
- uninstalled 3-rd party video-codexes
I have Creative Cloud subscription, all latest updates.
More than 6 months later I'm still having the same issue with Premiere Pro CS6. This is ridicilus. I can't figure out how to resolve this. I have reinstalled everything but to no avail. And that while on the exact same system it used to work (before HP had to replace my harddrive that broke). When I double click Adobe Premiere Pro.exe I briefly get a mouse-waiting-icon, but not shows up in task manager (not gpusniffer, no premiere pro). Any more suggestions how to get Premiere Pro to start?
Have you disabled any on-board graphics in the BIOS?
Have you updated your graphics card driver and processor's driver?
