That's easy enough to do with Acrobat.
A much better workflow would be to create your documents in Indesign or Illustrator rather than in Photoshop .
No, you cannot control the vectorization of text layers in Photoshop when saving to PDF. The conditions for when text will or will not be preserved are complicated, and beyond the scope of the discussion here, but as station_two indicated, InDesign or Illustrator are better tools for this.
