What format is your camcorder? MiniDV, HDV, AVCHD or something else?
Are you using Premiere Elements' Add Media tools to get the video from your camcorder to your computer or are you using some other method (like Windows Explorer) to copy the video from the cam to your computer?

Here's a plug-in, DVDate, that works in Premiere Elements 11 (you'll need the one listed for Premiere Elements 10) that you can use to find the record date and time or timecode: http://www.dvdate.ru/
After you install it and run Premiere Elements, the DVDate plugin will be under "Video" in the effects list. Drag and drop the effect on your clip on the timeline, and edit the properties. There's a dropdown list for the mode. Change it from "Timecode" to "Date and time."
DVDate is not free, but there is a trial download.
