Why do I constantly have to download Flash Player?

What do you mean?  Why do you constantly "have to" download Flash Player?

What is your operating system & version?

What is your web browser?

Windows 7 32/64 bit version  Home Premium               Internet Explorer

Everytime I go to a site it gives me a message "you have to download Flash Player to view this

If Flash Player is not installed, you need to download and install the same.

If you have already done that, ensure the following:

ActiveX Filtering is disabled:
