I'm working on a school project. For this project we have to create a 2-3 minute movie using 15 frame cuts! Ouch I know.. I fairly new to Premiere. Does anybody know if there is some feature that would allow you to take clips and either cut them into small pieces or remove frames every so often? For example something that would allow me to quickly take a 1 minute clip and have it cut up into 15 frame segments? Or another way would be to remove say 10 frames every so often, etc.

There's nothing automatic for this, no. You'd have to navigate and make all cuts manually.
One thing that you might find handy ....
Place the Current Time Indicator (CTI) at the place where you want to start deleting your 10 frames and press the "i" key to mark the in point. Click on the timecode in the upper right hand corner of the timeline and type in +10
That will move the CTI exactly 10 frames. You can then press "o" for out point and then extract the 10 frames.
