IMO users are not being shortchanged although it would be nice to not have to downshift modes to get at them.

The thing I dislike about filters being unavailable in 16-bit mode is the hindrance to workflow when you can't simply apply the 8-bit-only filters while working on a project that otherwise benefits from 16-bit.

We want to update the filters.
But management needs to see some demand, some actual reason to update them beyond "I want everything".

Management needs to understand that they're not going to be begged, feature by feature, to update the product to modern standards, where they have been lax in scheduling time to do so in the past..
If they don't listen to their senior engineers then there's no hope for your future success. You should start looking for a better place to work.
