When recording is there anyway to record a movie using JPEG settings to try and keep the file size down?

No, you cannot control the resolution or "quality" of your recording. The result of your recording is a slide, of course, and you can control the image quality of each individual slide, or all, as you wish, by selecting slides after recording (Storyboard view) then selecting the "Video Quality" option at the left side.

Note 1: The settings available for you to control prior to recording are available to you at EDIT > PREFERENCES > RECORDING.

Note 2: You can also control the image quality settings for inserted (not recorded) BMP (bitmaps) as well as JPEG formatted images at the EDIT > PREFERENCES > PROJECT > SETTINGS dialog.
