I apologize for the issues you had. I looked up your Adobe ID (the email address you used to post to this forum) and I see that you chose Ivory Coast as your country.
If you only have a credit card and billing addresss associated with the Ivory Coast, unfortunately you cannot currently subscribe to FormsCentral, due to banking/billing restrictions.
If you have a credit card and billing address associated with South Africa, you can subscribe to FormsCentral within the Adobe South Africa Store. However you will first need to create a new Adobe ID (with a new email address) and choose South Africa as your country OR you will need to reassociate your existing Adobe ID with South Africa. Yes, associating the account with SA would help, at least for a year.
It’s a debit card that am using though; same for all my online transactions. Hope that’s not a problem.

The best solution for you at this point would be to create a new Adobe ID that is based in South Africa, then subscribe to the service. If you'd like to continue using your same email address as your Adobe ID, you'll need to change your current Adobe ID to a new email address. Then you can establish a new Adobe ID, in South Africa, with the original email address.
