Locking a PDF so that standard and pro users can't edit and save

We have one Adobe X standard user and three Adobe X pro users and the rest of our staff user Reader X.  My problem is that when I create a form and lock it and then place it on our Linux server the standard and pro users can edit and save that form as though there isn’t any security at all.  The Reader users can’t do anything except complete the form according to the security allowances on the form.  Is there some way to make it so that all the users are same?  The standard and pro users are the worst for saving their information into the forms.  I really want to be able to make it so they can’t.  I sure not an Adobe pro by any stretch I learn something new every day so any and all help is gratefully accepted.
