Is your monitor set to AT LEAST the minimum of 1024x768 display resolution? http://www.adobe.com/products/premiere-elements/tech-specs.html
The computer has a NVIDIA gpu, but I can't how or if tell if PrE actually uses it.
Here is what it looks like two ways:
Expanding the time line window will shrink the Preview Monitor enough that it does become 100% viewable.

Can the Preview Monitor be somehow moved or made to move? Can the Project Assets box be moved?
No and No. The moveable panes from earlier versions (accessed through Window> Show Docking Headers) has gone in v11.
You can narrow the drop down by positioning the cursor over the right hand edge and dragging in to show only three columns.
Note though that the normal behaviour of the Project Assets drop down is to turn off when you click outside of it. It is only staying on screen because you have chosen to pin it there.

Thanks Neale! I didn not understand the use of the pin.
I am having a wonderful time learning a new camera with RAW capabilities, a new "muscle" computer, Photoshop Elements 11, Premier Elements 11 and Lightroom 4.
It's a good thing I'm retired.
Cool. I did not know that.
