That is crappy work, the fan is not even attached to the cooler, from the looks of it. At least you would expect four screws to keep the fan in place, possibly even with either silicon bands or rubber inserts to reduce vibration. This does not look right.

I think we should send the image to Lenovo's management to deciding if their computer left the factory like this or not, it seems to me a poor joke
If it is stuck well, as you described, what may have happened is that during transport the glue/sticky tape got loose a bit. I would try to get the cooler off and reapply either glue of sticky tape, which is probably placed somewhere in the center of the fan to not disturb the airlfow too much. Tesa Powerstrips may come in handy now.
