I think this is going to involve having you clear out entries from your keychain. I've contact the dev who knows this area the best and asked him to respond. You're on a Windows machine, correct?

Where did you Edge Inspect installer from?
Is the installer that you're running on your local hard drive? Or is it running from a network path? If the latter, can you try moving it to your local drive and re-running?
Have you tried uninstalling the existing version from Window's Add/Remove Programs?
What about manually deleting the files from the C:\Program Files\Adobe\Shadow or C:\Program Files\Adobe\Edge Inspect directories and then trying the install?

Sorry to hear you're having these msi problems.
There used to be an msi cleanup utility you could run to get out of this state, but microsoft has discontinued it due to some dangerous side effects. Instead they now offer this troubleshooting page: http://support.microsoft.com/kb/2438651.
I just tried running the MS Fix it utility from that page which is a separate program you download (direct link: http://go.microsoft.com/?linkid=9779673&entrypointid=MATSKB).
- Detect problems and let me select the fixes
The utility then gave me a list of my installed programs. See if you can find Adobe Shadow there then see if the utility can successfully uninstall in that way. Once Adobe Shadow is successfully removed, then the Edge Inspect installer should work fine.

Now i can install Edge Inspect.
I had the same problem with uninstalling Adobe Shadow and installing Adobe Edge Inspect CC. The Microsoft Fix It Center download worked just as you described. In uninstalled Adobe Shadow and I was able to download and install Adobe Edge Inspect CC from the Creative Cloud app. Thanks!
