You can move the Twain plug-in from Optional plugins to directory as mentioned in this KB doc to make sure your scanner is detected by PSE 9.
You need to install scanner drivers prior to this. If already installed then this should help you get it worked.

What do you see here C:\Program Files (x86)\Adobe\Photoshop Elements 9\Optional Plug-Ins\Import-Export? There must be Twain_32.8BA file of Twain installed by default. If you have already moved it to C:\Program Files (x86)\Adobe\Photoshop Elements 9\Locales\en_US\Plug-Ins\Import-Export..
Then download the latest drivers from http://www.epson.com/cgi-bin/Store/support/supDetail.jsp?BV_UseBVCookie=yes&oid=139863&inf oType=Downloads.
Well it is there , but, the recommendation is to use the WIA Support which works Ok in Premiere Elements 9. Moving it does not totally solve the V600 showing up on the Import panel , but, it does in Photoshop 6.
The latest drivers from Epson do work the scanner.
Thanks for your suggestions ,the V600 works very well and images can be opened in 9 or 6.
Also, the quality of the scan can be adjusted for prints and I take it for negatives and transparencies when the scanner is set correctly.
