The microphone I use on my DSLR camera when recording video is a mono mic (Canon 5D MkII dslr, Hama lavalier mic). When I import the video into Premiere Elements 11, the audio plays back in mono - is there a way I can convert the audio to stereo?
Just apply the Fill Left or Fill Right Audio Effect.

Actually, you cannot convert a mono source to true stereo, as that requires two mics., but you can convert it to 2-channel mono. The difference is that you have the same signal on both channels, unlike ture stereo, where the signals differ, depending on the microphone scheme.
As Steve suggests, you can Fill-left, or Fill-right, or you can just drag another Instance of your Audio Clip to another mono Audio Track. In Audio Mixer, you can Pan one to the left, and one to the right.
Also, as PrE will mixdown your mono to 2-channel in output, it will give you 2-channel Audio, with the same signal in both channels, if you leave the Pan to the center.
