Please explain bit more for which node you are creating filter which include */rep:policy(/.*)?. I think you are creating this filter at user level,
User permissions stored at node level not at user level, It means if you have assigned some permissions to user ABC on home.html and product.html page then user permission will stored at page node, rather than at user node level.
So if you want to take back of user permission, you need to create filter of rep:policy for each page.

I create package by path /content/geometrix in this case there are files in the archive _rep_policy.xml. But when I install the archive using package manager, I don't have nodes rep: policy.
I use admin permisson for install this .zip

While creating the package what option you selected for AC handling. Go through below urls & it might help to achieve your goal.

I resolve my issue.
Just set AC Handling:"Overwrite" option on tab "Advanced".
