Not sure exactly what you are trying to do. The Date class timezoneOffset property, which is the difference, in minutes, between universal time (UTC) and the computer's local time, might be of use. If the server can provide the timezoneOffset from its perspective, then you can perhaps resolve what you are trying to achieve. Maybe this is only half-the answer, but hope it helps.
User will provde the mill seconds in UTC time and time zone info. Client needs to display the tme n server's time zone.
What I need to do?
The Flash player gets its time zone information from the local computer - there isn't a special setting for it.
we (HP-Mercury) also raised this requirement a year ago where we need to be able to set a different TZ on our Date objects. we were told that it will be in player 10 but i didn't find any reference to it in the release notes

Player 10 is not released although it has now be announced on Adobe Labs: http://labs.adobe.com/technologies/flashplayer10/
You can follow the instructions and test it out. If it doesn't meet your requirements, please report that to the Player team as per the instructions on that page.
