What is the exact error message you are receiving when you try to install? You can also review your installation logs by following the steps listed at Troubleshoot install using logs | Elements - http://helpx.adobe.com/photoshop-elements/kb/troubleshoot-install-using-logs-elements.html.
The exact message is: "The following applications are using files that need
to be updated by this setup. elementsAutoAnilyzer.exe,dynamiclinkmanager

Everything is now installed and working. I had to uninstall all the Adobe software including Netsession and reinstalled starting with the Adobe Photoshop Elements 11 first.
