Not in ActionScript 2.0. You can get a reference to installed Mics and even play the audio over the speakers from that input but you can't record it or save it to disk without the help of something more advanced.
You can just use AS3.0 and/or AIR to stay all Adobe. It will need permission to save the audio locally (AIR) if that's your intention or otherwise you'll need to transmit it to a remote server for storage as you won't have permission to access the users filesystem without tools like the ones mentioned above.
