That's primarily done in a 3D application. You would need far more than a simple AE template! You should contact the person who made the video, not this forum.
At the outset I thank you for your immeditate response. I admit that base video in the clipping has to be done in 3rd party appln(wherein I have no knowledge).Having got the base video ,the rest has to be done in AE with motion tracking. Motion tracking will be tough for me(yet to learn) to generate and when some one finishes a project with proper motion tracking, the project will be a simpler one in AE and any one with least exposure can handle it.

It could have been done completely in the 3D application, which would make foreground objects passing in front of the photographs easier to accomplish.
It could have been done by using After Effects in conjunction with various layers created in the 3D application and composited in 2D, making tracking and compositing much easier. Without access to the files made in the 3D application, the task becomes much more difficult.
At this point, only the person or people who created the video can say for certain how they did it.
