Flash Player Doesn't Work After Reboot

Flash Player doesn't work in either IE or Firefox after I reboot my computer.  I have to reinstall Flash in booth browsers each time I reboot.  It works fine after reinstalling.  I tried using the uninstall program from the Adobe website, deleted all remaining files left after the uninstall, rebooted the computer, and  reinstalled both Flash for IE and Flash for Firefox.  I then verified that  Flash was working in both browsers using You Tube.  Then I rebooted the  computer and tested for Flash in both browsers again using You Tube.  Flash  now does NOT work in either browser, just as

before.  Any other suggestions?

Do you use Windows 7?
