Open the layers panel and expand everything. Look for any locked objects.
It looks like someone just drew all that with the pen tool and then locked it.
I'm thinking another possible interpretation is the OP wants to know how to remove the excess background image from the pasteboard.
If that's the case, you can select the image (with the black arrow or from the layers panel) then drag the selection handles on the frame to crop to the bleed. Sticly speaking this is not actually necessary except if you want to clean upt he pasteboard for other things. The excess image will not be included in the output.
My last time I see it it don't have withe backgroud after Page.
By after I prass Ctrl (My be somes key) This happend to me.
Do you mean you were in Preview mode? View > Screen Mode > Preview (or the default keyboard shortcut is to press W with no text cursor active). This hides the pasteboard, guides and any other non-printing elements on the page.
