I subscribe to just Photoshop. I recently received an e-mail notice from Adobe inviting me to upgrade to Creative Cloud for an introductory price of 29.99 a month. When I did this I saw I was being billed for both Photoshop and Creative Cloud. I then contacted via Chat a customer service representative. I was told I would have to pay the 50% cancellation fee in order to leave my Photoshop subscription and just go with Creative Cloud.
Because I just took out the Creative Cloud subscription, I ended up canceling this and now I'm just back with Photoshop.
First off, I'm delighted Adobe has offered their products via a monthly subscription, but I do think it is confusing, at least it was for me, when it comes from moving from a one product subscription and then moving up to Creative Cloud. I honestly thought I was upgrading, but not the case, and the advertising was a little misleading, however, I had absolutely no difficulty getting the billing straighten out and getting a full refund for the Creative Cloud subscription

It sounds like you have taken out a new subscription for Creative Cloud rather than upgrading your existing Photoshop subscription. If you would still like to upgrade your plan, please follow the steps in this doc:
