Not dumb. When the various processor metric don't appear to be fully loaded, this is often an indication of a bottleneck somewhere. For example, fast HDDs can be confounded by set ups that hold up processing (e.g., failure to set DMA). There are a lot of discussion threads that discuss HDD setup. For example, its a disaster to set up the scratch disk on the same drive as the Window's paging file--you may have a HDD that is fast in transfer, but if the drive is constantly seeking all over the disk, it can't provide the data fast enough for the processor, so the processer spends time in wait states.
Note that the suite programs allow you to assign varying amounts of memory to the apps--see edit preferences.

Premiere runs on SSD. All of my footages are on HD number 1. Scratch disks are set to HD number 2..?

You should immediately turn that back on and leave it alone. Doing that could cause serious issues with your machine.
