Hi, Scott,
It's the list of products and languages in top of the CS6 PDFs thread. Each product Help hub, such as this one for Photoshop in French,
http://helpx.adobe.com/fr/phothoshop.html, has a link to the offline PDF in the Help & Tutorials section of the page.
You can access the list of products for a language by selecting Help (or its local language equivalent) in the global navigation at the top of any Adobe.com web page.

Hi, PE,
The French versions of the Photoshop and Premiere Elements help will be posted in the next week. French is the only additional language for which there will be offline Help PDFs.
