For Newstand issue, you must have a Auto-renewable or free subscription and create in-app purhcases for retail issues. For more on newstand, refer to the following documentation from Apple:

bookreviewer Dec 12, 2012 5:52 PM (in response to Himanshu Singh)We have set up a per issue and an annual subscription for the publication, both with a free trial.
The rejection we're getting is this:
"We found that your app did not achieve the core functionality described in your marketing materials or release notes, as required by the App Store Review Guidelines.
Specifically, your app launches to an empty storefront. Please see the attached screenshot for details."
We've gone through all the documentation, and seem to either be missing something that's obvious to everyone else, or we aren't getitng something on submission through DPS.

Himanshu Singh Dec 12, 2012 6:26 PM (in response to bookreviewer)Did you select "Multi Issue with iTunes subscription in DPS App builder and enter the product id for your subscription?
If it is a retail issue:
1. Did you create an in-app purchase for that in iTunes Connect?
2. Did you publish and Public and Retail and match the product id as entered in the in-app purchase.
