Is this happening on the PC where you have RoboHelp installed? Or is it happening on an end user's PC?
My reason for asking this is because this is typically an indication that the required HHActiveX.DLL file isn't present and registered. This would seem highly unlikely if it's the development machine, but VERY likely if it's an end user's machine.

Yes, you are easily within legal limits to distribute this .DLL. It is required in order to view the proprietary items of a RoboHelp constructed .CHM file.
And yes, if you intend for your users to see the Glossary tab (with entries ;) you will need to distribute the .DLL along with your .CHM files.
