Second, any time there is an "intermittent" problem, the troubleshooting should include trying to find out if some "background" process is causing the problem by "waking up" and interrupting the rest of the computer

That link does not seem to contain anything about "'waking up' and interrupting the rest of the computer"
Can you please explain or link to something more clear?

I tried turning off the wireless reciever and other programs running then exporting, problem persists.
Also, the issue described in the link is on import, my issue is on export.
I'm on a laptop, no crazy hardware addons.
Encoding digital audio from another digital source should not be affected by background processes
Try an export with the audio fx turned off.
The audio is so badly recorded that I cant imagine why you are applying them to it anyway.
BTW - plenty of times I get my audio to the mixing suite (pro audio engineers) and they need to "fix" the hiss or whatever that I cant hear in my NLE suite.
I used Denoiser and Dynamics compressor effects on the audio.
Those effects are known to cause this issue. Don't use them. Do that kind of audio work in Audition instead.
Thanks for your help! I exported to Audition and a few video tutorials later, the audio sounds much better
