I think 12.8 is the version of Catalyst that's recommended by Noel here in the forum.
Tried 12.8, and I now have 12.11, and it still doesn not work.
I have the same problem. I only recently noticed this happening. I followed the instructions to change display drivers, but this did not fix the problem. I've settled on the 12.11 beta drivers and assume the problem is caused by a recent update to Photoshop.
My video cards:
AMD Radeon HD 6970 - 2GB RAM
AMD Radeon 6790 - 2 GB RAM (Crossfire)

Catalyst 12.8 is still the best choice right now. 12.10 misreports the VRAM and you will see some very strange things get blacked out if you use 12.11. AMD has really fallen on their faces lately... They went from best-in-show display drivers to embarrassingly bad in 1 year.
That said, specifically what are you seeing not working?
I've not seen any problems with draft or final rendering producing shadows with infinite lights, etc. (using Catalyst 12.8 myself). Unfortunately with all the jumble of recent versions at this point I'm not completely sure I am testing the same software you have.

I thought I had tried 12.8 but I hadn't
I went from 12.6 to 10.10, then tried 10.11
I had to unistall it then install 12.8, and that fixed my problem!

I want to extend thanks to all for the activity and helpful advice in this thread. Going from drivers 12.10 then 12.11 and back to 12.8 solved my problem!
